An informative session was held, bringing together domestic news agencies, Vietnamese associations, and their foreign counterparts in a hybrid format. This included participation from Thailand, Laos, Japan, Korea, Russia, the Czech Republic, Germany, Poland, the USA, Australia, Angola, and more.

Marking two decades since the implementation of the Politburo’s Resolution 36-NQ/TW (Resolution 36) on overseas Vietnamese affairs, Deputy Minister Le Thi Thu Hang highlighted the following notable achievements:

Resolution 36 has fostered a heightened sense of awareness and responsibility in addressing overseas Vietnamese affairs. Within Vietnam, this matter has become a priority for the entire political system, from central to local levels. Departments, ministries, and localities have recognized the significance of the Vietnamese diaspora and established dedicated departments to address their needs and concerns.

Moreover, the resolution has been embraced by a large number of overseas Vietnamese. They are not only beneficiaries of the policies but also active participants in their implementation. Vietnamese associations abroad have played a pivotal role in uniting the community, offering support, and organizing cultural activities to maintain their language and identity.

Secondly, the advisory and policy development aspects related to overseas Vietnamese affairs have been focused and comprehensively addressed. This includes both the leadership and direction provided by the Party and State law. The Ministry of Foreign Affairs has worked collaboratively with various entities to conduct reviews and propose directives to further enhance the implementation of Resolution 36.

In terms of legislation, the National Assembly and the Government have established a robust legal framework encompassing crucial areas such as nationality, civil affairs, housing, land, residence, investment, and business. These measures ensure that the rights of overseas Vietnamese communities are aligned with those of domestic citizens, facilitating their contributions to their homeland.

Thirdly, the efforts to foster solidarity and mobilize the Vietnamese diaspora towards their homeland have yielded significant results. Overseas Vietnamese are actively engaged in providing insights on critical issues, including Party Congress documents, draft laws, and key policies. Annual events like “Homeland Spring,” the delegation to the Hung King’s Commemoration, and the summer camp for overseas youth foster a strong connection to their heritage.

Fourth, there is an increasing focus on supporting the legal status of the Vietnamese community in their host societies. During discussions with foreign leaders, Vietnam’s leaders emphasize the importance of specific support measures to create favorable conditions for the Vietnamese diaspora to thrive and integrate successfully.

In areas where the community faces challenges or encounters conflicts and natural disasters, the Party and State have directed the Ministry of Foreign Affairs to coordinate with relevant agencies and Vietnamese associations abroad to provide timely assistance. These efforts have led to positive changes, improving the legal status and integration of Vietnamese individuals in their host countries.

Fifth, the implementation of Resolution 36 has effectively promoted the utilization of the diaspora’s resources for the country’s development. Domestic and foreign agencies have collaborated to organize seminars, conferences, and business forums, establishing networks and mechanisms for the Vietnamese diaspora to contribute their skills and expertise to their homeland.

Over the years, there has been a notable increase in Vietnamese entrepreneurs returning home to explore business opportunities and invest in Vietnam. Remittances to Vietnam have shifted from primarily supporting consumption and families to investment and business endeavors.

Sixth, preserving the Vietnamese language and promoting cultural identity have been central to these efforts. The Ministry of Foreign Affairs, in collaboration with domestic and foreign partners, has provided educational resources and training for Vietnamese language teachers abroad. Additionally, they have advocated for the inclusion of Vietnamese language courses in high school and university curricula in host countries.

The annual “Day to Honor the Vietnamese Language” abroad, organized by the Ministry of Foreign Affairs, serves as a testament to these efforts. This initiative includes activities such as recognizing ambassadors of the Vietnamese language and encouraging the establishment of Vietnamese classes for children overseas, fostering a sense of pride and connection to their heritage.

According to Deputy Minister Le Thi Thu Hang, Resolution 36 has been a pivotal turning point in addressing overseas Vietnamese affairs, building upon the comprehensive policies of the Party and State. The Vietnamese diaspora is an integral part of the ethnic community and embodies the spirit of great national solidarity.

“I believe that even after 20 years, the Politburo’s Resolution 36-NQ/TW remains relevant and valuable,” expressed the Deputy Minister. “It reflects the Party’s visionary approach to overseas Vietnamese affairs and continues to guide the activities of the Party, State, ministries, branches, localities, and society in supporting our global community.”

Overseas Vietnamese Investment: A Global Reach

According to a report summarizing the 20-year implementation of Resolution 36, remittances to Vietnam reached US $16 billion in 2023, marking a 32% increase compared to 2022, despite global economic challenges post-COVID-19. From 1993 to 2023, the total remittances amounted to approximately US $230 billion, equivalent to disbursed foreign direct investment (FDI) capital during the same period.

Notably, since 2020, remittances to Vietnam have surpassed both FDI and Official Development Assistance (ODA) capital inflows, positively impacting the balance of payments and macroeconomic stability. This has contributed to poverty reduction and improved the quality of life for many households.

As of November 2023, overseas Vietnamese from 32 countries and territories have invested in 421 projects across 42 provinces and cities in Vietnam, with a total registered capital of US $1.72 billion. Additionally, thousands of small and medium-sized enterprises led by overseas Vietnamese are thriving in various sectors of social life.
